    and management skills to satisfy RSAF requirements Diplomacy tact flexibility and adaptability are required along with a flair for rapid and accurate appraisal of problems The jobholder must always remain aware of the varied cultural and political nuances when dealing with customers from many nations The jobholder is required to create original designs for engineering solutions that demand imaginative innovation and extensive planning The jobholder is required to be flexible to deal with a wide range of problems with rapidly changing priorities emanating from a number of different sources The jobholder is required to act under his her own initiative developing a sound understanding of RSAF requirements which are often not fully defined The jobholder must have excellent organisational qualities to meet these challenges To be eligible for the role you will need the following qualifications skills and experience Engineering Degree BEng Hons in Physics Electronic or Electrical Engineering Computer Science Mechanical Engineering or qualifications to be agreed by HQ RSAF Master s Degree or higher and Chartered Engineer status is desirable A minimum of three years experience in the management of a METCAL programme engaged in processing electrical radio frequency microwave dimensional barometric temperature digital and other kinds of measuring instruments extensively used for military support Essential Experience in senior engineering management with a thorough knowledge of engineering authority processes specifically the types of fighter transport rotatory and or unmanned aircraft systems A working knowledge of international regulation and policy for military and civil aviation as well as International Trade in Arms Regulations ITAR Provide advice on the management operation and development of the RSAF METCAL Programme to ensure it is a quality managed customer focused and continually improving programme that supports RSAF Test Measurement and diagnostic Equipment TMDE such that the TMDE is available when required and is accurate reliable and traceable to Systéme International d unités SI International System of Units when used Ensure that the METCAL Programme conforms to the requirements of such international standards as but not necessarily limited to ISO 9001 9004 17025 10012 and ANSI NCSL Z540 3 Ensure that necessary resources are in place 1 People of high calibre and in sufficient numbers to accomplish production and training tasks delivering quality with productivity and efficiency being able to continually improve and professionally develop 2 Equipment of adequate quality and quantity acquisition and support logistics being optimized 3 Facilities properly designed environmentally controlled 4 Publications procedures manuals instructions reports contracts Statements of Work SoWs and the like developed contributed to updated to optimize the TMDE support Ensure that HQ RSAF DoAE has first hand knowledge of the status of each RSAF METCAL squadron its management operation conformance to procedures safety housekeeping good measurement and laboratory practices and limiting factors 1 Institute internal audits and management reviews to improve performance 2 Ensure that the METCAL squadron assessment and certification programme is managed in accordance with the RSAF QM 4 8920 Advise the RSAF Directorate of Aeronautical Engineering on acquisition logistics and systems engineering matters
