    be passed by 60 This is roughly the reverse of the power the Commons have now to override a Lords veto I am here lifting from Heinlein s Lunar Assembly speech though I am afraid I am not being as radical as he 1 proposal to make this Congress a two house body Excellent the more impediment to legislation the better But instead of following tradition I suggest one house of legislators another whose single duty is to repeal laws Let the legislators pass laws only with a 2 3rds majority while the repealers are able to cancel any law through a mere 1 3rd minority Preposterous think about it If a bill is so poor that it cannot command 2 3rds of your consents is it not likely to make a poor law And if a law is disliked by as many as 1 3rd is it not likely that you would be better off without it I would also add to that the ords should have power to close down any branch of government found to have lied to enhance its power produced regulations whose cost benefit ratio is at least 4 times greater than that of the restrictions applying to a comparable field or funded a quango charity which used that money and could reasonably have been expected to use that money to advertise raise awareness of the need for more government regulation or which had broken its Charter or articles of association by lying or grossly exaggerating The Lords would also have the power to permanently exclude anybody involved or anybody involved in any personal overuse of their powers from any form of government employment This is again taken from Heinlein if his intention is to govern as little as possible as that means he must keep a sharp eye out and his ear tuned for signs that subordinates are doing unnecessary governing Half my time is used in the negative work of plucking such officious officials and ordering that they never again serve in any public capacity This would mean that the government parasite who assured us Children just aren t going to know what snow is by now because of catastrophic warming would along with the social workers who kidnap kids for no good reason the promoters of the evidence free LNT theory and other scares and the BBC who continuously break their Charter duty of due balance would at least have to consider that their jobs could be on the line Ditto Ed Davy who lied to the Commons that the experts in the shale gas industry had told him and Cameron how dodgy their predictions were when in fact it was quite deliberately only their competitors he had chosen to speak to To do all that we have to have a chamber with a democratic mandate I propose that the chamber be made up of 300 Senators 100 chosen every 5 years at the same time as the general election The choice

    this period somewhere in the range 0 2 to 0 6 metres It sees carbon dioxide released by burning fossil fuels as the main factor driving the change in temperature But these model forecasts do not correlate well with actual measurements and many fail to take account of important influences such as cloud formation and dissipation One of the first major published sources to accuse greenhouse gases of driving climate change was the UK Meteorological Office Hadley Centre computer model first formulated with numerous assumed rather than measured climate parameters Very recently Dr Doug Smith s team at the Hadley Centre have modified their basic model to include more real information about natural cyclic factors which include the influence of our oceans particularly their circulation patterns and our atmosphere although cloud effects may still be under represented This newly revised model now predicts little overall warming until after the year 2014 Work elsewhere on cloud effects also suggests that there is still more to be done to achieve forecasting accuracy even in the short term At a conference in Oxford in March 2007 the Chief Officer of the Royal Meteorological Society warned that the global warming situation remains complex and that sound bite solutions beloved of press and politicians could bring serious climatology into disrepute 9 4 If anthropogenic carbon dioxide is indeed proven to be critical to recent global warming as the IPCC suggests then UKIP will re examine its present position However the IPCC also says that much of the expected change in temperature and sea level over the rest of this century will continue even if atmospheric carbon dioxide levels can be held at current values Even if their view is essentially correct we should avoid panic actions to cut emissions this would do little to modify the climate but would risk serious economic social and political consequences If non human factors prove to be major drivers of recent global warming our chances of intervening successfully are slight Efforts then need to be directed to mitigating consequential problems for example by moving populations from low lying areas enhancing sea and other flood defences modifying agricultural practices to suit the new conditions and fishing in more northerly waters expected to have enhanced fish stocks 9 5 The UK produces less than 2 of global carbon dioxide emissions Reductions in the use of fossil fuels would have to be made globally to reduce the level of carbon dioxide in the atmosphere There is no present indication that China India and Brazil all industrial powers of the future will comply While UKIP would support international initiatives that really do bring all the major nations of the world together in a realistic and practical way self gratifying gestures that lead the way while damaging our economy are unconvincing 9 6 Ending or reversing the destruction of rain forest is a high priority which is only likely to be achieved if it can be made advantageous to the nations and local peoples

    in areas outside its membership and its original remit Since NATO has well tested military command control and interoperability procedures well in advance of any other conceivable group of countries this can be advantageous However we will only be involved in such operations when it is in our own national interest and when there are specific objectives to be attained UKIP will maintain our historic and important defence relationship with our American allies Our military links with the US are vital to our defence effectiveness We have the only forces sufficiently hi tech to operate alongside them so it is in the US interest to maintain our defence effort with R D and technology we could not possibly develop Thus our forces although small stay world class It is foreseeable that in pursuit of our common objectives of global stability and democracy that we shall often be operating with US forces This is to be welcomed but it is UKIP policy that we must still consider such operations case by case and against the criteria of our own national interest From time to time the UK has committed forces to United Nations peacekeeping or intervention forces As a member of the Security Council and the leading second rank military power this is likely to continue but the UK is no longer policeman to the world UKIP policy is that we should be involved only when it is an area of our own historic or economic interest when we can make a real difference and when there are defined and achievable objectives I would be interested to hear both positive and negative views on UK Independence Party s NATO Alliance policies in the comments below 1 responses to UKIP Policies NATO Alliance Joe Comment on UKIP Policies NATO Alliance NATO North

    impediment to law enforcement This Act was hailed by Attorney General Lord Goldsmith as the Labour Government s greatest achievement 5 2 Thanks to the Human Rights Act a number of bizarre court rulings have handed more power to criminals and resulted in a devastating loss of confidence in the justice system amongst the public For example nearly 200 drugs addicts won the right to sue the Government for refusing to allow them to use heroin in prison16 Human rights laws have also been used to allow 9 Afghans who hijacked a plane at gunpoint to remain in the UK rather than face deportation 5 3 The UK Independence Party believes that human rights are a noble concept which existed in the UK centuries before the EU came along Since it was incorporated into UK law the Act has Criminal Justice Policy done nothing but create legal chaos and embolden criminals to make increasingly obscene claims to have their rights upheld 5 4 UKIP would abolish the Human Rights Act Unlike the EU UKIP does not believe that criminals and their victims are moral equals with equal claim to the same rights I personally believe that the Human Rights Act is a double edged sword It s use in protecting criminals is heinous but it does allow those who are genuinely disadvantaged through some of our own insane laws practices to have a final chance to fight their cause Such a case for instance where we have increasing child snatching by Social Services for some spurious undefined term as Emotional Abuse or Risk of Emotional Harm I personally would deem a criminal who having removed someone else s rights to have deemed their own lost and therefore unable to rely on it Reply to Comment UKIP Policies EU membership and
