    49 50 0000 Posted in Mortgages News 5th November 2015 Tagged Bank of England buy to let Chancellor Financial Conduct Authority FCA first time buyers interest rates landlord loan Mortgages owner occupiers rental income repayments Chancellor George Osborne has taken action over fears that the buy to let mortgage market was overheating and threatening the UK s financial stability In a surprise move he has given the Bank Of England the power to regulate the fast rising buy to let sector It was a surprise because the government had only previously agreed to consult on the subject Warning Back in July the Bank Of England issued a warning that the buy to let boom could pose a risk to the country s financial stability because the rules governing the granting of a mortgage were being loosened for this sector Lenders were making more deals available to borrowers with less than 25 deposits with the result that this had become the fastest growing portion of the whole mortgage market Vulnerable A special report claimed Buy to let borrowers are potentially more vulnerable to rising interest rates as loans are more likely to be interest only and extended on floating rate terms Affordability is tested at a lower stressed interest rate than owner occupiers The fear is that the availability of buy to let mortgage is driving up housing prices across the board making it even more difficult for first time buyers to get a loan But the inevitable increase in interest rates could force buy to let borrowers to sell their homes if they find it difficult to meet their repayments creating a glut of available homes flooding the market and drastically lowering property values New powers The new Bank Of England powers have been extended by Mr Osborne but it is not yet clear exactly what form the intervention will take Last year the bank asked for permission to cap the size of a landlord s loan to a multiple of the expected income from the property similar to the loan to value cap on residential mortgages Another possible method will be to take the landlord s income from their job into account instead of purely on the potential rental income Crucially buy to let mortgages are not regulated by the Financial Conduct Authority FCA This frees landlords from stringent rules on how they sell promote and advertise their deals Jumping the gun The Intermediary Mortgage Lenders Association IMLA is not impressed believing the Chancellor is guilty of jumping the gun by skipping the consultation phase A spokesman said It suggests a stage of evidence led policy making has been removed and the consultation may be limited to what the policies will be when rather than if they are granted There is a common interest in ensuring we have a stable market for buy to let and we feel this would be aided by an open debate about the case for the additional powers based on the strength of evidence
