  • Turner Access Managing Director Reacts to HSE Fatality Report
were a result of a fall or fall from height It is completely unacceptable that in 2013 2014 this number of fatalities are still being recorded especially when the vast majority on investigation would have been completely avoidable with proper risk assessment supervision training and selection of suitable equipment With regard to those fatalities that occurred as a result of a fall from height it is well known that the Work at Height Regulations 2005 amended 2007 clearly stipulate a Hierarchy of Control Measures that must be adhered to when working at height The Hierarchy explains systematically how to minimise the risk of fall from height Only when one level is not reasonably practical should the next level be considered Collective Protection is third on the Hierarchy and is placed above the use of Harnesses and PPE Collective protection eliminates the risk of fall from height If proper attention is paid to these regulations and proper assessments are made of the work to be undertaken then reports like this should not occur However the Work at Height Regulations came into force in 2005 and yet 8 years later people are still being killed When are we going to get this
