    Operating at level 3 of the Hierarchy Turner Access provides collective protection that prevents the risk of fall during the erection dismantle and alteration of access equipment This is achieved using innovative collective protection solutions including the GuardAid Positional Tool for use with the Turner OCTO Scaffolding System and the BetaGuard Advanced Guardrail System for use on Aluminium Scaffold Towers Current industry practice typically operates at levels 6 and 8 of the Hierarchy of Control Measures using PPE including safety harnesses and minimising consequences through training and instruction Safety harnesses do not prevent falls and only provide a last resort to arrest the fall once it has happened There are a number of problems and limitations when using harnesses including the fact that the majority of fatal falls occur below the height of 4 metres where harnesses are usually ineffective Also harnesses by their nature restrict movement which not only slows down the work process but also in itself can be dangerous The use of harnesses also imposes a duty on the user s employer to provide both a rescue plan and rescue resources capable of carrying out a rescue and dealing with the suspension trauma they cause The Work
